Parliament has concluded the second meeting of the first session of the 9th Parliament of the Fourth Republic with the passage of eight significant bills and the processing of nearly 500 questions aimed at enhancing executive accountability.

In an address delivered on behalf of the Speaker, Rt. Hon. Alban Bagbin, by First Deputy Speaker Bernard Ahiafor, the House was commended for its “deep commitment to ensuring accountability, transparency, and responsiveness from the executive.”

A total of 497 questions were admitted during the session. Of these, 297 were asked and answered — comprising 242 oral questions and 55 urgent ones. The Speaker’s message highlighted the effort as a demonstration of Parliament’s robust oversight role.

Thirteen Bills Tabled, Eight Passed

The legislative agenda was equally active, with 13 bills tabled during the meeting. Of these, eight were successfully passed, one is currently at the consideration stage, two are at the committee level, and two were rescinded.

The passed bills include:

• Energy Sector Levies (Amendment) Bill, 2025

• Fisheries and Aquaculture Bill, 2025

• Public Holidays and Commemorative Days (Amendment) Bill, 2025

• Social Protection Bill, 2025

• University for Development Studies Bill, 2025

• Ghana Medical Trust Fund Bill, 2025

• Energy Sector Levies (Amendment No. 2) Bill, 2025

• Road Maintenance Trust Fund Bill, 2025

Among the notable withdrawals was the Social Protection Bill, which was later revised and reintroduced for passage. A similar process occurred with the Fisheries and Aquaculture Bill, initially withdrawn on July 8 and subsequently passed in its amended form.

The Ghana Scholarships Authority Bill currently awaits completion at the consideration stage, while the Ghana Deposits Protection (Amendment) Bill and the Security and Intelligence Bill have been referred to the Finance Committee and the Committee on Security and Intelligence, respectively, for further scrutiny.

The Speaker’s address concluded with a call for continued diligence and national unity, applauding the House for maintaining its legislative and oversight responsibilities amid demanding national challenges.
