The $3 billion Accra Sky Train project scandal.

Former GIIF Board Chairman, Professor Christopher Ameyaw-Akumfi, has been detained by the National Intelligence Bureau (NIB) over his alleged role in the failed $3 billion Accra Sky Train project.


Reports indicate he authorized a $2 million payment to Africa Investor Holdings before feasibility studies were conducted, with the funds yet to be recovered.

The project, announced in 2017 under President Akufo-Addo, faced scrutiny over financial mismanagement. The 2021 Auditor-General’s report revealed the Special Purpose Vehicle (SPV) behind it lacked the required operational license.

Former Minister of Railways Development, Joe Ghartey has also debunked claims that the ministry under his watch made a $2 million payment to a company in Mauritius as part of the Accra Sky Train project.

He insisted that the money was instead paid by the Ghana Infrastructure Investment Fund.

The Minority in Parliament strongly criticised the government for paying the $2 million to Africa Investor Holdings Limited, for the Accra Sky Train Project without parliamentary and the requisite public procurement approvals.

But Mr. Ghartey in an interview on Monday rejected the claims and said the Minority members are only broadcasting propaganda.
