The Government of Ghana has officially abolished the COVID-19 Health Recovery Levy, a tax measure introduced during the pandemic to support the nation’s health response and economic recovery efforts. The announcement was made by Finance Minister Dr. Casseil Ato Forson during the presentation of the 2026 Budget Statement and Economic Policy to Parliament on Thursday, November 13, 2025.
The levy, which imposed a 1% charge on the Value Added Tax (VAT) on goods and services, was introduced in 2021 at the height of the pandemic to raise funds for vaccines, health infrastructure, and economic support packages.
Dr. Casseil Ato Forson explained that the decision to scrap the levy was part of the government’s broader commitment to ease the financial burden on Ghanaians and stimulate business growth.
