The National Labour Commission (NLC) has declared the ongoing strike by the Civil and Local Government Staff Association of Ghana (CLOGSAG) illegal and directed all members to return to work immediately.
The industrial action, which began on June 16, 2025, saw staff of the Births and Deaths Registry across the country withdraw their services. CLOGSAG cited a hostile working environment and delays in the implementation of a new salary structure as key reasons for the action.
However, following a tripartite meeting on Thursday, June 19, 2025, involving the NLC, leadership of CLOGSAG, and management of the Births and Deaths Registry, the Commission concluded that the strike violated provisions of the Labour Act, 2003 (Act 651), specifically Sections 159 and 160, which outline the legal framework for declaring an industrial action.
The Commission noted that CLOGSAG failed to notify it prior to embarking on the strike, in breach of Section 159. Furthermore, the Association declined to participate in ongoing proceedings, questioning the Commission’s jurisdiction – a position the NLC rejected.
In a directive signed by the Acting Executive Secretary, Dr. Bernice A. Welbeck, the Commission declared the strike unlawful and instructed all striking CLOGSAG members to resume work immediately.
The NLC reiterated the need for adherence to due process in resolving labour disputes and cautioned against illegal actions that could disrupt essential public services.
